His birth certificate says he was born on January 6, 1706.

England and the British colonies changed from the Julian to the Gregorian calendar in 1752.

The newer calendar was 11 whole days behind “real” astronomical time, so by legal decree, on September 2, 1752, at midnight, it became September 14. Hence Franklin was born on the 6th and eleven days later on January 17, 1706.
